1974 Economy tractor transmission prob

I have a 1974 economy tractor with a 14hp kohler motor and 4 speed transmission when I depress the clutch and put it in gear it grinds slightly. If i wait a little time after I depress clutch it is better. Also it has to be at idle. If rpm's are up high it grinds more. Is this normal, I replaced clutch disc that made it much better but did not eliminate it.
