Please help engine problem....Help !!!!!!

I just bought a used ford 1220. It just seems like the tractor should have more power than it does. My dad has 2 kubotas with similar HP engines and they seem more powerfull. I replaced the fuel(used off road deisel), fuel filter, air filter, hydrolic filter, oil and oil filter. I must admit it seems to be running better than it did before i did this stuff. But with the tractor in high range (hydrostatic tranny) and no PTO running it really bogs down going up a slight grade. To the point I have to back off the pedal or it might stall out. There is some sort of tube running from the top of the engine along side of the engine, poiting to the ground. It lookd like a breather or a vent. Yesterday when the tractor was running I noticed smoke coming out of this tube. Today after running it a bit more I can see some oil dripping out of this tube. I dont know anything about diesel engines, but this dosnt seem like it should be doing this. Th tractor starts right up. When its sitting, or moving on the flat it revs right up to the 540 mark on the tach without a problem. It seems to be running smooth to me. But I dont have much to compare it too. It dosnt seem to make that "knocking" noise as much as my dads Kubotas do. Is there a chance I might be down a cylinder? Is there a way to check that all 3 are working ? Thank You for your time. I could sure use some advice here !!
